The Department of Veterans Affairs, Network Contracting Office 17, plans to establish a consignment agreement with Bard Peripheral Vascular Inc. located in Tempe, Arizona, for the supply of Vena Cava Filter-Femoral and Jugular Kits. These kits are intended for use at the Central Texas Veterans Health Care System in Temple, Texas. The contract is justified under the authority that allows non-competitive procurement due to Bard Peripheral Vascular being the sole proprietary manufacturer of these specific medical devices, with no distributors or sublicensing arrangements, making it the only responsible source capable of satisfying the agency’s requirements. The agreement aims to simplify the recurring procurement of these specialized surgical supplies over a 48-month period starting from the award date. This notice is not a solicitation or request for competitive bids but serves to inform that any qualified vendor who believes they can meet the government's requirements must submit written notification by a specified deadline to be considered for competitive procurement. The decision to open the requirement for competition is solely at the discretion of the Contracting Officer, and any submission must provide clear evidence that competition would benefit the government. The contract falls under NAICS code 339113 and is managed by the Network Contracting Office 17, based in San Antonio, Texas.
