The Department of Veterans Affairs, specifically NCO 16 at Station 502, plans to award a sole-source indefinite delivery/indefinite quantity (IDIQ) contract to Alcon Laboratories for Custom Sterile Surgical Eye Packs currently supplied to the Southeast Louisiana Veterans Health Care System in New Orleans. Alcon Laboratories is identified as the exclusive provider of these proprietary packs and will continue to supply them on an interim basis until a competitive regional contract can be awarded. The contract’s performance period is set from October 1, 2013, through March 31, 2014, with an option to extend for an additional six months. This sole-source procurement is justified under the authority of unusual and compelling urgency, as per federal regulations, and is associated with the NAICS code 339113, which has a size standard of 500 employees. This notice serves only as an intent to sole-source and is not a solicitation for proposals or quotes. The government will consider any responses carefully, but no competitive solicitation will be issued unless there is clear evidence that competition is feasible and beneficial. The decision to forego competition remains entirely at the government’s discretion. Additionally, no costs incurred in responding to this notice will be reimbursed. The contract aims to maintain continuity of supply for these specialized surgical eye packs while transitioning to a future competitive award.
