The Department of Veterans Affairs, through the Portland VA Medical Center, is seeking to procure an upgrade package for their existing Sandhill Esophageal Manometry System, specifically the High Resolution Impedance Manometry (HRIM) InSIGHT G3 system, on a sole source basis from Sandhill Scientific, Inc. The existing system has become outdated and prone to frequent failures, resulting in patient test cancellations or rescheduling. The upgrade includes multiple components such as the InSIGHT G3 base system, HRIM esophageal module, high-resolution impedance manometry catheter, start-up kit with catheters and calibration tools, a pH reflux monitoring kit with warranty, a deluxe training package for up to four attendees, and single-use pH probes. Trade-in allowances and discounts are also part of the agreement for previous equipment and software. All equipment must comply with FDA regulations for marketing and delivering medical devices in the U.S., regardless of the delivery location. This notice serves as a non-competitive intent to negotiate and does not constitute a solicitation document. Interested parties are invited to submit capability statements, including technical details and pricing, by the specified deadline for the government to consider whether to proceed with competitive procurement. The contract will incorporate standard FAR clauses, and communications are strictly via email with no phone inquiries permitted.
