The Department of Veterans Affairs is seeking to procure an Olympus GI Endoscopic Video Tower through a sole source contract to support the Chalmers P. Wylie VA Ambulatory Care Center in Columbus, Ohio. This specialized equipment is essential for connecting Olympus GI endoscopic scopes, which are currently leased for three years, to facilitate visualization and image capture during gastrointestinal procedures. The tower serves a critical role not only in routine cases but also as an emergency backup when existing towers fail, thereby ensuring uninterrupted patient care during a time of increased GI procedures. The procurement includes several specific components such as high-definition video cables, a video processor, a light source, and a high-definition LED monitor, all compatible with Olympus scopes like the Evis Exera III series and other noted models. The justification for a sole source award is based on the unique compatibility requirements between the Olympus scopes and the requested tower, with no other vendor able to meet the agency’s technical needs. Market research confirmed that Olympus America Inc and its small business distributors are the only suppliers capable of fulfilling this requirement. The acquisition will proceed under FAR 6.302 and FAR 13.106-1 regulations, with competitive quotes invited exclusively from Service-Disabled Veteran-Owned Small Business (SDVOSB) distributors. Responses will be evaluated, but the government retains discretion over whether to compete further. If no alternative quotes are viable, the contracting office will negotiate a sole source agreement with the lowest priced, technically acceptable SDVOSB vendor.
