The Southeast Louisiana Veterans Healthcare System (SLVHCS) plans to award a sole-source, firm-fixed-price contract to Roche Diagnostics Corporation for the supply of Roche Diagnostic brand reagents to be used with existing Roche Ventana Benchmark Special Stainers. This contract, estimated at $82,000, is necessary because only Roche reagents are compatible with the current specialized staining equipment used in the Anatomic Pathology Section of SLVHCS. The reagents are essential for performing complex immunohistochemical and special diagnostic stains required on patient tissue samples, and no substitute or equivalent products can operate with the existing machinery as intended. The procurement follows FAR 6.302-1 authority, justifying the sole-source award due to there being only one responsible source capable of meeting the agency’s requirements. Additional reagents are needed to support an expected increase in workload with the opening of inpatient treatment operations at the facility. Roche Diagnostics is the sole manufacturer authorized to sell these reagents directly to the government, and no other suppliers, including small or veteran-owned businesses, are authorized to distribute these products. Although this notice does not solicit proposals or quotations, interested parties who believe they are qualified to provide these reagents may submit a letter of interest within five days, outlining their credentials and rationale for consideration. The government retains complete discretion to proceed with or forego competitive procurement based on any responses received. The contract is to be performed at the SLVHCS site in New Orleans, with correspondence handled by the designated contract specialist.
