The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6 is set to negotiate a sole source firm-fixed price contract for expanding the Par Excellence Bins inventory management system, upgrading software licenses, and providing suture solution products for the Richmond VA Medical Center's Operating Room Clean Core. The contract, intended to be awarded to Par Excellence System Inc., reflects the agency’s requirement for compatibility with their existing Par Excellence Par Bin weight-based supply inventory system, which has been in use since 2012. The expansion involves adding approximately 1,500 new scales to the current inventory of over 7,000 units spread across 41 locations. This sole source approach is justified due to the highly specialized nature of the service, with no acceptable alternatives that would avoid delays or duplicative costs. This announcement is not a solicitation for competitive offers but serves informational purposes, noting that firms interested in demonstrating capability must respond to the contracting officer within four calendar days from publication. Responses must specify business size and ownership status, and include proper proprietary markings if submitting sensitive data. The Government will not reimburse any costs associated with information submitted and reserves no obligation to acquire products or services from this announcement. The estimated contract award date is mid-June 2018, and the contract aims to maintain seamless integration with the existing Par Excellence hardware and software environment critical to the Richmond VAMC’s inventory control operations.
