The Department of Veterans Affairs (VA) Veterans Integrated Service Network (VISN) 3 plans to award a sole source Blanket Purchase Agreement to GE Healthcare Medical Diagnostics for the provision of Visipaque, a nonionic intravenous iodinated contrast agent used in Computed Tomography (CT) procedures. This decision is based on the uniqueness and specialized quality of the product. The supply will support multiple VA medical centers across New York, New Jersey, and surrounding areas, including facilities in Bronx, Brooklyn, East Orange, and others. The contract period is for five years, with annual reviews, and is intended to begin 30 days post-award. The contract aims to standardize the use of nonionic iodinated contrast agents to promote patient safety, optimize CT imaging, and achieve cost efficiencies through volume purchasing. The product must meet specific requirements, including availability in multiple concentrations and vial sizes, iso-osmolarity, and a minimum one-year expiration date from delivery. VISN 3 requires a dedicated Contract Manager from GE Healthcare to oversee logistics, maintain inventory levels, ensure prompt communication during recalls, and provide educational resources for healthcare providers. Quarterly performance monitoring will include tracking contrast reactions and inventory levels, and any new FDA-approved contrast agents proposed by the contractor must receive approval by the VISN 3 Imaging Council before use. The government retains discretion over competition following industry responses, with the current intent being a sole source award.
