The Veterans Affairs Network Contracting Office 6 plans to enter into a sole source contract with TrillaMed, LLC for the purchase and installation of the Getinge 733HC-E Series steam sterilizer and associated sterile processing equipment. This procurement is critical to support the renovation of the sterile processing department at the Salisbury VA Medical Center, with all projects targeted for completion by June 2016. Due to the specialized nature of the equipment and its lengthy delivery time of approximately 180 days, the contract is being awarded without competition under FAR 8.405-6, as seeking other sources or following standard competitive procedures would cause unacceptable delays that could jeopardize hospital operations. Extensive market research, including consultation with multiple schedule holders and review of alternative products, confirmed that TrillaMed, LLC is the only viable source capable of meeting the urgent timeline and technical requirements. The equipment’s installation is coordinated with the broader construction schedule to ensure timely readiness of the new sterile processing department by April 2016. Any delay of four to six months in delivery and installation would likely cause a shutdown of hospital services, highlighting the critical and time-sensitive nature of this sole source acquisition.

Full Description

Veterans Affairs Network Contracting Office 6 (NCO 6) intends to negotiate on a sole source basis with TrillaMed, LLC (DUNS: 828126321), pursuant to FAR 8.405-6. The proposed sole source contract is for the Getinge 733HC-E Series steam sterilizer and other equipment and installation for a complete sterile processing system. TrillaMed, LLC is the only available source due to an urgent and compelling need, in accordance with FAR 8.405-6(a)(1)(i)(A). Given the dollar value of this procurement, following the procedures in FAR 8.405-1, 8.405-2 or 8.405-3 would result in unacceptable delays. The purchase and installation of the required equipment is being coordinated with construction efforts for the renovation of the sterile processing department (SPD) at the Salisbury VA Medical Center. Completion of all projects is required by June 2016. The required equipment is "long-lead time" equipment, typically taking 180 days for delivery. The equipment will be needed by April for installation at the new SPD. Processing this requirement by other means will cause an estimated four (4) to six months delay of delivery and installation. Delays will result in the shutdown of the hospital. Market research was conducted by reviewing manufacturer documents, conducting a sources sought with all schedule holders on SINs A-88/A-89/A-90, and reviewing customer provided materials. Equivalent products were identified and considered, however the use of procedures other than those described at FAR 8.405-6(a)(1)(i)(A) will cause unacceptable delays in contract award and performance.
