The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm-fixed price task order to Beckman Coulter for a 12-month base period to support the Urinalysis Cost Per Reportable Result (CPRR) program. This program includes equipment rental, maintenance services, and all necessary consumables such as reagents, controls, and calibrators for operating the urinalysis equipment. The program will be implemented across three Central Texas Veterans Health Care System locations: Olin Teague VA Medical Center in Temple, Doris Miller VA Medical Center in Waco, and the Austin Outpatient Clinic. The equipment involved comprises multiple iRICELL 1500 analyzers with related consumables supplied based on estimated monthly reportable volumes specific to each location, including urine chemistry, microscopy analyzers, and body fluids modules. The procurement will be conducted as a sole source award based on a pricing agreement with Beckman Coulter via their VA NAC Federal Supply Schedule, justified by the need for an integrated urine microscopy and urine chemistry analyzer capable of body fluid specimen analysis—a capability not offered by other NAC category 605-4A vendors. Market research confirmed the uniqueness of Beckman Coulter’s offerings for this requirement. The notice allows submission of capability statements or proposals to evaluate alternate sources but indicates that in the absence of affirmative responses within five days, the contract will proceed with Beckman Coulter. Four additional 12-month option periods are planned, subject to future determination. The action is authorized under statutory provisions allowing limited competition.
