The Department of the Army, Healthcare Acquisition Activity-North, Fort Detrick, MD, plans to enter into a sole source procurement with Draeger Medical of Telford, Pennsylvania, to supply two Fabius GS Anesthesia Workstations for the U.S. Air Force 59th Medical Squadron at Lackland Air Force Base, Texas. This acquisition will be conducted under the authority of FAR 6.302-2 due to unusual and compelling urgency, as any delay in obtaining these workstations could seriously harm government operations. The procurement is strictly non-competitive, and the contracting officer has full discretion on whether to pursue competition. The justification for the sole source procurement is based on the current 59th Clinical Research Division’s reliance on Draeger Medical equipment. The division operates eight Draeger Anesthesia machines, with three Fabius GS models purchased in 2008 and 2010 respectively, and two older Narkomed machines from the early 1990s that are no longer supported or repairable due to the unavailability of replacement parts. Immediate replacement of these outdated machines is vital to prevent operational failures that would jeopardize ongoing critical medical research. The contract’s urgency underscores the essential nature of timely procurement to maintain continuous research activities.
