The US Army Medical Command’s North Atlantic Regional Contracting Office intends to award a sole source purchase order for one WaveTec Ora System 2000, including a cart, monitor, cables, and aberrometer. This procurement is justified under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as only one responsible source—WaveTech Vision Systems, Inc.—is deemed capable of meeting the agency’s specific requirements. The purchase will be conducted using Simplified Acquisition Procedures under FAR Part 13. Although this notice is not a solicitation and no formal proposal request will be issued, other companies able to provide an equivalent product are invited to submit their technical capabilities, specifications, past performance, pricing, delivery schedules, and technical or medical support details within three calendar days of the notice’s publication for potential consideration in future procurements. WaveTech Vision Systems, Inc., located in Aliso Viejo, California, is the suggested contractor for this procurement. The requirement centers on a specialized ophthalmic diagnostic system, which is necessary for the Air Force Academy Military Treatment Facility’s operations. The government emphasizes the unique nature of this system, limiting competition and validating the sole source approach. Interested vendors must swiftly respond with detailed information to be evaluated alongside future needs, ensuring that potential alternatives are considered although the immediate procurement remains with the identified sole source.
