The Healthcare Acquisition Activity-North at Ft. Detrick, Maryland, plans to issue a firm-fixed-price, sole source Purchase Order to Valpar International Corporation for the acquisition of one Joule Functional Capacity Evaluation System. This system is intended for use at the Medical Education Training Campus (METC) in Fort Sam Houston, Texas, specifically for the Occupational Therapy course. The procurement follows Simplified Acquisition Procedures under FAR Part 13.106-1(b)(1) because the Joule System is the only equipment compatible with the METC’s tailored curriculum and the program of instruction approved by the Oversight Board. Valpar is uniquely positioned as the sole supplier since their system is the only criterion-referenced assessment tool aligned with Department of Labor job standards and Industrial Time standards, providing enhanced value through improved EEOC compliance and effective personnel selection. The North American Industry Classification System (NAICS) code for this procurement is 335999, with a size standard of 500 employees. While the government has indicated that only Valpar International Corporation is the responsible source available, all interested and responsible firms may respond in writing by the specified deadline to express their interest. The government will consider any responses solely to determine whether a competitive procurement is warranted, but no solicitation will be issued. Responses must be submitted by 2:00 PM EST on June 7, 2012, and only written inquiries to the designated government point of contact, Raymond Staniewski, will be accepted. Oral, fax, or telephone inquiries are not allowed.
