The Department of Veterans Affairs, Veterans Integrated Service Network 3, through the James J. Peters VA Medical Center in Bronx, New York, intends to award a sole source contract to Sun Nuclear Corp. located in Melbourne, Florida, for the procurement of one IC Profiler linac radiation beam scanning system. This contract will be firm-fixed price and awarded under the authority that only one responsible source is capable of satisfying the agency’s requirements. The IC Profiler system, specifically designed to interface with the existing Varian Medical equipment at the facility, will provide real-time beam profile data used for beam alignment during LINAC factory testing, field installation, service, and routine monitoring of LINAC beam characteristics in clinical settings. It features SunPoint Diode Detectors for high sensitivity, reliability, and precision dosimetric measurement ensuring accuracy, and includes functionalities such as a 1.0 cm integrated water equivalent buildup and the ability to hold the profiler at isocenter for rotational measurements at any gantry angle. Interested parties were given the opportunity to submit a capabilities statement by March 9, 2018, for the government’s consideration to determine whether to compete the requirement; however, verbal responses and phone inquiries were not accepted. If no acceptable responses were received, the Department of Veterans Affairs planned to proceed with sole source negotiations with Sun Nuclear Corp. The notice clarifies that this is not a solicitation for competitive quotes and emphasizes sole source justification due to Sun Nuclear’s unique capability to supply an IC Profiler system compatible exclusively with the Varian Medical System. Contract administration and point of contact responsibilities are assigned to Contract Specialist Paul Speedling, who manages all inquiries related to this action.
