The Department of Veterans Affairs, VA Pittsburgh Healthcare System intends to award a sole source contract to Perimed. Inc., 6785 Wallings Road., Suite 2C, North Royalton, OH 44133 to allow purchase of a PeriScan PIM 3 System. To support needed requirements, the PeriScan PIM 3 System is a Laser Doppler Perfusion Imaging system for non-invasive imaging of superficial tissue blood perfusion. This technique can be used to monitor microcirculatory activity in healthy and diseased tissue, show basal values and also responses resulting from an applied physiological stimulus, a provocation. Based on the Doppler principle, two-dimensional maps (imaging mode) or time traces (monitoring mode) of the tissue blood perfusion can be created. Easy-to-use image analysis software (LDPIwin) assists in the evaluation of the results and in report generation. The patented stepwise laser beam movement makes it possible to read low perfused areas. Since no physical contact with the tissue is necessary, and no dyes or tracer elements are used, the influence on the perfusion can be kept to a minimum. These features also imply that repeated clinical investigations (such as healing wounds and leg ulcers) can be performed without the additional risk of contamination, infection or discomfort to the patient. This equipment will be used to measure the blood flow of ischemia limb or wound healing in mice. The sole source acquisition is enacted in accordance with existing authority under FAR 6.302-1. The period of performance will begin on 30, September 2008. The North American Industry Classification System (NAICS) codes for this acquisition are 423450 with a small business size standard of 100 employees. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responsible sources interested in this procurement shall submit on their company letterhead a statement, which contains clear and convincing information identifying their capabilities to provide the service. No solicitation document is available and telephone requests will not be honored. Interested parties may identify their interest and capabilities in writing no later than 11:00 am local time, September 30, 2008 to Phil Crichlow, via email at contact@example.gov or mail information to VA Pittsburgh Healthcare System (90C-H), Attention, Phil Crichlow, 7180 Highland Drive, Pittsburgh, PA 15206. Inquiries will only be accepted in writing by email or mail to the addresses provided. If no responses are received, the VA Pittsburgh Healthcare System will proceed with sole source negotiations with Perimed, Inc.
