The 36th Contracting Squadron plans to award a sole-source contract, subject to funding availability, to Innovation Inc. for parts and labor to upgrade the PharmASSIST dispensing system used by the 36th Medical Group at Andersen Air Force Base, Guam. The current system, PharmASSIST Enterprise, will be migrated to the ROBOTx Dispensing System for improved prescription processing. The decision to award solely to Innovation Inc. is based on their unique ability to integrate their legacy software with the new ROBOTx technology, providing a cost-effective and efficient solution. This sole-source determination is made under Federal Acquisition Regulation 13.106-1(b)(1), recognizing only one source as reasonably available for this requirement. Other interested parties are invited to submit information regarding their capability and experience to provide the requested equipment and services by September 29, 2006, 12:00 p.m. Guam time. Submissions should be clear and concise, and pricing information may be included, although this is not a request for proposal and no compensation will be provided for submitted information. Responses will not influence contract award decisions and respondents will not receive evaluation feedback. If no viable responses are received by the deadline, the contract award to Innovation Inc. will proceed pending fund availability. All inquiries and responses must be directed via email to the Contracting Officer, Brett Clark, with attachment size limited to five megabytes.

Solicitation # FA5240-27-9-C001
The Andersen Strategic Transformation in Rapid Infrastructure and Delivery Enterprise (A-STRIDE) is an overarching framework established by the 36th Contracting Squadron to provide innovative and agile global engineering and construction solutions. Operating under the statutory authority of 10 U.S.C. 2808a, the program utilizes Other Transaction Agreements (OTAs) to bypass traditional procurement delays for the planning, design, prototyping, and execution of facility repair and modernization projects. The framework supports various delivery models, including Progressive Design-Build, Accelerated Design-Build, Design-Build to Budget, Industrialized Construction, and the integration of advanced technologies such as 3D printing and smart facility systems. Project opportunities are managed through individual Areas of Interest (AOIs) posted on SAM.gov, which follow a streamlined three-phase selection process consisting of a Solution Brief, an Oral Pitch, and a Full Proposal. Evaluation criteria are selected from a comprehensive menu based on the specific AOI, focusing on constructability, schedule risk, site logistics, and quality management, while mandatory price validation is required for all awards. Permissible pricing structures include Firm-Fixed-Price, Guaranteed Maximum Price, and hybrid milestone models. To be eligible, companies must be registered in SAM, maintain a positive standing on the federal excluded parties list, and demonstrate the capacity to provide necessary payment and performance bonds.
