The Department of Veterans Affairs issued a sources sought notice for the procurement of Positive Air Pressure (PAP) devices and associated accessories under solicitation number 36C79118R0019. This draft request for proposals seeks input to inform the development of a final solicitation for the VA's Prosthetic and Sensory Aids Service to supply VA Medical Centers nationwide. The procurement will evaluate offers based on a lowest price, technically acceptable approach, requiring products to meet defined minimum technical requirements rather than being a brand name or equal solicitation. Products not currently on the VA's approved product list may still be submitted with technical literature for evaluation, and lack of inclusion on the list does not preclude consideration for award. The solicitation emphasizes that newly released or unlisted products can be assessed for technical acceptability during the procurement process. The contract includes a 7.5% Customer User Fee (CUF) applied to prices at award and paid quarterly by contractors back to the VA, though ordering agencies pay the price inclusive of the fee. The acquisition is intended to address all utilization of PAP devices across the VA system, not merely resupply, with submission instructions and evaluation criteria outlined in the draft solicitation. Questions clarified that products such as interfaces, masks, seals, cushions, and headgear must meet minimum requirements but are eligible for consideration, while specific items like USB sticks for data storage are prohibited in favor of VA directive-compliant solutions. The solicitation does not currently specify a set-aside status, and the VA is continuing to gather market research before finalizing acquisition strategy and issuance dates.
