AI Contract Overview

The contract involves the procurement of a Powered Instrument Driver, Impaction Drill, and Burs for the VA San Diego Healthcare System, a requirement uniquely met by Alliant Healthcare Products, a Veteran Owned Small Business (VOSB) and the sole authorized distributor of Stryker Medical products. Given the specialized nature of the equipment and the vendor’s exclusive distributorship, a sole source contract is recommended under statutory authority, allowing the Department of Veterans Affairs to bypass full and open competition. The contract falls under NAICS code 423450, addressing medical, dental, and hospital equipment wholesaling, with Alliant qualifying as a small business with 50 employees, well within the size standards. The contract value is set at $47,687.50, which is above the simplified acquisition threshold but below the $5 million cap for such awards. The contracting officer has determined Alliant to be a responsible source based on validation through prior VA contracts and General Services Administration (GSA) contracts, and market surveys confirm Alliant as the primary provider of this specific medical equipment. The award is justified under FAR 6.302-5, which permits sole source contracts when authorized by statute, here citing 38 U.S.C. § 8127(c) and Public Law 109-461. The contracting officer concludes that the contract price is fair and reasonable, providing the best value to the government, ensuring compliance with veteran-owned business goals and procurement regulations.
