The U.S. Army Medical Acquisition Activity (USAMRAA) intends to award a sole source contract to Hologic, Inc. for the supply of FDA-cleared molecular test kits, specifically the Aptima HIV-1 RNA Qualitative, Aptima HCV RNA Qualitative, and Aptima Combo 2 (Panther) test kits. These kits are essential for the mission of the Walter Reed Army Institute of Research (WRAIR) HIV Diagnostics and Reference Laboratory (HDRL), which provides HIV screening and confirmatory testing for U.S. Army personnel, military accession candidates, beneficiaries, and other military branches. The HDRL also offers molecular testing for HIV-1 viral load, HCV viral load, and HIV-1 genotype resistance to support clinical treatment decisions. These Hologic test kits are uniquely FDA-approved and compatible with the Panther Instrument System used by the lab, and no alternative supplies or services meet the government’s requirements. The contract will be awarded under the statutory authority that allows for sole source procurement when only one responsible source is available, as per FAR 6.302-1(a)(2)(iii). MEDCOM and the Department of Defense mandate the use of FDA-cleared assays when available, and in this case, the Hologic Aptima kits are the only FDA-cleared options suitable for the Panther system. A request for quotations (RFQ) will be issued solely to Hologic. The North American Industry Classification System (NAICS) code for this procurement is 325413, with a size standard of 500 employees. This announcement serves to fulfill federal synopsis requirements and allows for potential feedback to determine if competitive procurement is feasible; however, in the absence of any written responses by the specified deadline, the contract will proceed on a sole source basis.
