The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a sole source, firm-fixed price task order and an open market purchase order to Roche Diagnostics Corporation for a 12-month period. This procurement covers specific reagents and consumable supplies used with the Roche COBAS 4800 system, which provides real-time PCR testing for infectious diseases including Chlamydia, Gonorrhea, Human Papilloma Virus, Hepatitis B and C, and certain genetic mutation tests. The contract is justified on the basis that the VA currently operates the Roche COBAS 4800 system and requires proprietary supplies compatible only with this equipment. The order consists of various system reagents, sample tubes, test kits, controls, and other consumables necessary for microbiology and sexual health screenings of patients, including BRAF, EGFR, and KRAS mutation tests procured as open market items from Roche Genomics & Oncology. These procurements will be executed as standing orders, fulfilled on an as-needed basis throughout the contract period, using Roche’s National Acquisition Center Federal Supply Schedule pricing and open market pricing. The sole source justification cites statutory authorities permitting limited competition due to there being only one responsible source capable of supplying these unique items. Although this notice is not a request for quotations or proposals, interested vendors may submit capability statements or proposals within five days to be considered in determining if alternatives exist. In the absence of any timely responses, the Department intends to proceed with awarding the contract exclusively to Roche Diagnostics Corporation. Responses must be directed to the designated point of contact rather than through the federal business opportunities portal, as the contracting office does not monitor the interested vendors list.
