The VA Palo Alto Healthcare System (VAPAHCS) intends to negotiate a sole source contract with College of American Pathologists (CAP). In accordance with the VHA Pathology and Laboratory Medicine Handbook, the proposed contract action is to acquire the supplies and materials necessary to perform the testing required in order to maintain CAP accreditation. Per the VHA Pathology and Laboratory Medicine Handbook, CAP accreditation is required for VHA laboratories. CAP is the sole entity authorized to provide the testing materials required by their laboratory accreditation program. This sole source action is in accordance with FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES and no competitive solicitation will be issued; however, any firm that believes it can meet these requirements or provide an equal product may give written notification to the contract specialist for consideration. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the requirement, and is due by December 12, 2018 at 3:00PM Pacific. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
