The Louis Stokes Cleveland Department of Veterans Affairs Medical Center intends to negotiate a sole source contract with Terumo Cardiovascular Group for the purchase of Terumo’s Fresenius C.A.T.S Plus Continuous Autotransfusion Systems and related accessories to support its Surgical Service. The request includes four Continuous Autotransfusion System units and four ATH Collection Reservoir Holders. This equipment is critical for collecting and processing a patient’s own blood during surgery, minimizing the need for donor transfusions. Key advantages of the Fresenius C.A.T.S Plus system include continuous blood processing regardless of volume, high hematocrit levels, reduced blood wastage, fast processing times, decreased risk of infection, and enhanced features such as automatic plasma sequestration and low cell trauma. The purchase is driven by the need to replace outdated current systems to ensure efficient and safe blood management during surgical procedures. The Government asserts that only Terumo can meet the specific requirements due to proprietary information access and plans to negotiate solely with this supplier under FAR 13.106(b). However, the notice invites other potential sources to express interest and demonstrate capability by a specified deadline, with the possibility that competition could be pursued depending on the responses. No formal solicitation has been issued at this time. The coordination point for inquiries is designated via email to the contact at the VA Medical Center. This procurement reflects an urgent operational need for advanced autotransfusion technology tailored to the medical center’s surgical blood management needs.

INTENT TO SOLE SOURCE FAR 13.106(B) This is a notice of intent of The Louis Stokes Cleveland Department of Veterans Affairs Medical Center, 10701 East Boulevard, Cleveland, Ohio 44106-1702 to negotiate sole source with Terumo Cardiovascular Group for Terumo's Fresenius C.A.T.S Plus autotransfusion device for the Surgical Service at the Louis Stokes Cleveland VA Medical Center., with: Product No. DESCRIPTION QUANTITY 9005081 Terumo Fresenius Continuous Autotransfusion System Plus 4 EA 9108441 ATH Collection Reservoir Holder 4 EA The Louis Stokes Cleveland VA Medical Center has a need for Continuous Autotransfusion Systems for the Surgical Service. The Continuous Autotransfusion system collects and processes a patient's own blood during surgery, thus helping the patient avoid transfusions with donor, or banked blood. The system offers many advantages of traditional "bowl" autotransfusion systems, including fast processing time, higher hematocrit levels, and volume independent operation. This purchase is necessary because our current equipment is outdated and needs to be replaced. The continuous flow allows the machine to process any amount of blood at a time (for example: if there is only 200 mL of blood, the system will process it). Non-continuous transfusion systems must have at least 500 mL of blood in order for the system to trigger and process. With the continuous flow, there will be less blood wasted or thrown out. This device also decreases the risk of infection. Features of the system include: i. The only system that continuously salvages red blood cells for retransfusion ii. Consistently high Hct iii. Volume independent; no partial bowls or leftover blood iv. Complete elimination of non-emulsified fat v. Fast processing time: produces up to 100 mL packed RBCs/min vi. Lowest cell trauma vii. Automatic plasma sequestration viii. Easy and safe set-up ix. One "washing chamber" for all applications x. Color screen with on-screen instructions xi. Vacuum pump Bora (sold separately) The Government believes that only one business can satisfy the agency requirements and intends to negotiate with only one source under the authority of FAR 13.106(b) - access to proprietary information. Other persons may identify their interest and capability to respond to this requirement by Tuesday 16 September, 2014 at 12:00 PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. No solicitation is available at this time. All inquiries must be submitted by email to Christopher Callihan at contact@example.gov
