The City of Columbus, Columbus Water and Power, is receiving bids until October 21, 2026, at 3:00 PM Eastern Time for construction services for the Blueprint Milford / Summit Area Integrated Solutions & Milford Summit Lead Service Line, CIP 650870-110165 & 690236-110005. Bids are to be submitted only through Bid Express at www.bidexpress.com. Hard copies or emails will not be accepted.
This project involves work for which consists of installation of rain gardens, installation of storm sewer, restoration, Lead Line Replacement, and other such work as may be necessary to complete the contract, in accordance with the drawings, supplemental specifications, technical specifications, special provisions, and City of Columbus Construction and Material specifications set forth in this Invitation For Bid (IFB).
A portion of this project is anticipated to be funded with a loan from the Water Pollution Control Loan Fund (WPCLF) through the Ohio Environmental Protection Agency (OEPA) and administered by the Ohio Water Development Authority (OWDA). There is a 5.4% Disadvantaged Business Enterprise (DBE) goal for this project that is part of the WPCLF loan program. This goal is a subcontractor goal, not a contract goal. If the prime contractor is a DBE and uses subcontractors on the project, the prime spend is not counted toward meeting the DBE goal.
All questions concerning this bid are to reference the project number and the project name and be sent to DPUConstructionBids@columbus.gov. No phone calls concerning questions about the bid will be accepted. The last day to submit questions will be specified in the IFB. Responses will be posted on Bid Express at www.bidexpress.com as an addendum.
A pre-bid meeting will not be held.
