The Department of Veterans Affairs, located in Columbia, South Carolina, plans to award a sole source contract for the procurement and installation of the Bertec Balance Advantage CDP/IVR system at the Central Alabama VA Medical Center in Montgomery, Alabama. This contract includes the equipment itself, on-site labor for installation and training, a Bertec Foundations class per attendee, and associated shipping, insurance, and handling fees. The procurement will be awarded to JE Hurley Company of Colorado Springs, the sole authorized vendor for e3 Med-Acoustics, under a firm fixed-price contract expected to be awarded by January 7, 2022. This sole source award is justified because the Bertec CDP/IVR system uniquely offers immersive virtual reality capabilities essential for advanced training and visual assessment scenarios that are not possible with other devices. It features a low step-up profile aiding patients with dizziness and includes a dual force plate, capabilities unavailable in comparable products. The acquisition will follow FAR guidelines for limited source justification, specifically FAR 13.106-1(b)(1)(ii), and prospective contractors may submit capability statements or proposals by January 6, 2022, to be considered in the determination of whether to continue with a sole source contract or open competition. Responses will be evaluated at the government’s discretion, and interested vendors must be registered in the System for Award Management (SAM) to be eligible. All responses should be sent via email to Contracting Officer Joseph Locke with appropriate documentation demonstrating the ability to meet the contract requirements.
