The Erie VA Medical Center plans to award a sole source contract for the DeMayo Adapt2Fit Modular Knee Positioner to Innovative Medical Products, Inc., based in Plainville, CT, under the authority of FAR 6.302-1, which permits noncompetitive procurement when only one responsible source exists. This firm-fixed-price contract applies to surgical positioning equipment critical for the facility’s Total Joint Program, supporting orthopedic procedures like knee, hip, and shoulder replacements. The decision stems from market research confirming Innovative Medical Products, Inc. as the sole supplier capable of delivering the proprietary knee positioning system required to meet clinical safety and operational needs. The procurement intends to improve in-house surgical capabilities, reduce external referrals, and ensure precise patient positioning during surgery. This procurement uses simplified acquisition procedures, and while it is a sole source action, interested parties may submit capability statements within three days to demonstrate that competition might be advantageous, though the Government retains discretion over competition. The contract is associated with NAICS code 339113 (Surgical and Medical Instrument Manufacturing) and is based on a brand-name justification that is publicly posted along with the solicitation. Inspection and acceptance will occur at the Erie VA Medical Center, and although no formal delivery schedule or FOB terms are specified, the place of performance is Erie, PA. Contract administration is handled by the VA Network Contracting Office 4 in Pittsburgh, with Doretha Jordan serving as the Contract Specialist and primary contact. The documentation does not include detailed pricing, FAR Part 52 clauses, or special contract requirements, focusing instead on justification for sole source procurement under FAR regulations, with the award supported by appropriate written justification and approvals.
