This contract involves a single-source procurement by the Department of Veterans Affairs for the replacement of Likorall Overhead Patient Lifts and motors at the Ralph H. Johnson VAMC, serving various patient care areas including Dialysis Bays, GI/GU Clinic Bays, Radiology, Emergency Department, and Ambulatory Care Center. The total estimated value of the contract is $226,585.54 and it is executed under simplified acquisition procedures for acquisitions above the micro-purchase threshold but not exceeding the simplified acquisition threshold. The critical requirement for this procurement is to maintain 100% compatibility and functionality with the existing Likorall equipment to ensure patient and employee safety, minimize additional training and maintenance, and maintain uniformity across the medical center. The justification for the sole-source award is based on the unique compatibility needs of the Likorall product line, as no other equipment meets the necessary specifications or safety standards established by the VA. Market research confirmed the availability of authorized distributors for Likorall products, with the preferred vendor being Janz Corporation, as identified by the original equipment manufacturer. The contracting officer certified the procurement complies with FAR regulations and approved the purchase, reinforcing the need for a single-source contract due to the specialized nature of the equipment and its integration requirements. The contracting office managing this action is located in Augusta, Georgia, with Jacob Tackett serving as the contract specialist.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C247-23-AP-1643 Contracting Activity: Department of Veterans Affairs, NCO 07, Charleston VA Medical Center, VA2237: 534-23-3-241-0085. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This procurement is for the Ralph H. Johnson VAMC Likorall Overhead Patient Lifts and motors replacement for patient care areas: Dialysis Bays, GI/GU Clinic Bays, Radiology, Emergency Department, and Ambulatory Care Center. The requirement is specifically for the name-brand mechanical and electrical system Likorall Overhead Lift and motor. The estimated value of the proposed action is $226,585.54 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Due to existing equipment and safety guidelines, it is necessary for 100% compatibility, functionality, and installation of Likorall Overhead Lift and motor that support all RHJVAMC s safe patient handling and mobility system. This will minimize the requirement for training, maintenance, and uniformity within the medical center. If other equipment was to be used, this would potentially cause undue harm to VA patients and employees. Only the Likorall product line will meet the requirements. Description of market research conducted and results or statement why it was not conducted: Market research was conducted to determine if there were any authorized distributors for the Likorall brand name. The manufacturer of the Likorall brand informed us that there are multiple authorized distributors available for this line of products. The OEM further stated that their preferred vendor is currently Janz Corporation. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. James E. Boles 585564 585564 Digitally signed by James E.
