This solicitation, issued under FAR Part 12 as a combined synopsis and request for proposal, seeks NX EQ Laparoscopic Insufflators from Service-Disabled Veteran-Owned Small Businesses (SDVOSB) through solicitation number 36C10X26R0009, with proposals due by May 7, 2026. Only new original equipment manufacturer (OEM) devices are acceptable; refurbished, remanufactured, or gray market items are expressly prohibited. Technical requirements are strictly defined in Attachment B, which outlines salient characteristics including CO2 level indication, adjustable flow range, pressure controls, audible and visual alarms, automatic shutoff, touchscreen interface, and compatibility with surgical imaging systems. All equipment must meet FDA regulatory standards and be delivered FOB Destination to various locations across the continental United States, as specified in individual delivery orders. The award will be made using a trade-off process, prioritizing technical merit and past performance over price, with the Technical factor being significantly more important than either Past Performance or Cost. Proposals must be submitted in four structured volumes—Technical, Past Performance, Price, and Certifications/Representations—via email in specified formats (PDF or Excel), without hyperlinks, compressed files, or extraneous materials. Offerors must be registered in SAM with a valid Unique Entity Identifier and certify SDVOSB status per VAAR 852.219-76 and FAR 52.219-28, with subcontracting limited under deviation clauses. Pricing must include a 3% Service Level Agreement fee embedded in all unit costs, and payment will be processed electronically through the VA Financial Services Center using the Tungsten Network e-Invoice system. The contract is structured as a Firm-Fixed Price requirements contract with a one-year base period and four one-year options, each for 200 units, with maximum order limits of $2.5 million per single item and $4 million per combination of items. Inspection and acceptance will occur at the delivery location by the Government, based solely on compliance with Attachment B specifications, and no deviations from required equipment characteristics are permissible.
