RFO FAR 8.104(a)(2) regarding Use of existing contracts; and, RFO General Services Acquisition Manual / Regulation (GSAM/R) 538.7104-3(b)(1)(ii) regarding Sole source justifications, Exceeding the SAT when Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.
The Oklahoma City Medical Center (OKC VAMC) Pharmacy Department currently uses Omnicell automated dispensing cabinets to store and dispense ward stock. With the activation of the Broadway Extension CBOC, the pharmacy will need a 1 single cell Omnicell with 10 draw slots and 2 open button bar area, one pull out shelf. This Omnicell will become part of an existing system and talk to an existing Omnicell Server. The Government intends to award a firm-fixed price order under FSS contract number 36F79723D0073 to Omnicell, Inc., 590 Cranberry Woods Drive, Cranberry Township, PA 16066. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. This Notice of Intent is not a request for competitive proposals. This is a written notice to inform the public of the Governments intent to award on a sole source basis. Interested parties may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government.
