The Department of Veterans Affairs, through Network Contracting Office 6 (36C246), is soliciting a firm-fixed-price turnkey project to upgrade operating room integration systems at the Charlotte Health Care Center and Kernersville Health Care Center, both under the Salisbury VA Healthcare System. The contract requires the removal and off-site disposal of obsolete systems from eight operating rooms—four at each facility—and the installation of new, fully integrated systems, including eight base systems with 14RU swivel racks, eight base software licenses, eight medical touch panel kits, eight UCES-4 kits, eight UPS units, and supporting documentation and installation services. Each new system must be configured with Olympus VaultStream Content Management and Interface, a Base Software License, and three 32-inch 4K surgical field monitors, with full compatibility required with existing Olympus OTV-S200 imaging systems and VaultStream servers without third-party hardware or software. The system must support S-video, SDI, HD-SDI, HDMI, or DVI inputs and operate on the Microsoft LTSC operating system to ensure long-term updates and patches. All hardware deliveries must use tamper-evident packaging and trusted shipping channels such as U.S. registered mail, with the contractor required to demonstrate the ability to detect unauthorized access throughout transit. Installation must follow a staggered schedule, closing only two operating rooms at a time to maintain operational continuity.
