Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract with THORNHILL RESEARCH INC. The requirement is for the RespirAct® RA-MR™ system a respiratory blood gas delivery system.

THORNHILL RESEARCH INC. is the exclusive producer and distributor of the RespirAct® RA-MR™ system. The system allows research to precisely target and control PCO2 and PO2 in spontaneously breathing patients.                                                           



This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements and VHAPM Part 813.106-1(b), Other Than Full and Open Competition less than SAT for Open Market Items. This is because the Government asserts that THORNHILL RESEARCH INC., is the only contractor that can produce the required system to the Research and Development Service at Boston-Jamaica Plain Health Care System.
