The Department of Veterans Affairs, Boston VA Medical Center, intends to award a firm-fixed contract solely to Zimmer USA Inc. for the provision of the Rosa Knee System and related components. This procurement is conducted under the authority that permits sole-source awards when only one responsible provider is available to meet the agency’s requirements. The contract involves supplying a robotic-assisted surgical knee replacement system designed to enhance precision and flexibility during orthopedic surgeries. The system employs cameras and trackers to monitor knee movement in real time, supporting surgeons in maintaining accuracy throughout the procedure. Deliveries will be made to the VA Boston Healthcare System's Orthopedic Department in West Roxbury, Massachusetts. The contract includes specific parts and software, such as the Rosa Knee Platform, various software modules, implant kits, instrument kits, calibration kits, and a standard warranty with preventative maintenance. All contractor personnel are required to obtain and display identification badges issued by the VA when on site, and after-hours work involves additional security protocols including escort by Clinical Engineering staff. Responses from other suppliers interested in providing these products were invited before April 15, 2023, to gather market research for determining whether competitive procurement is justified, although this notice is not a solicitation or request for proposals. The Contracting Officer for this action is Deborah Reardon.
