VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Brand Name Justification Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-22-AP-6193 Contracting Activity: Department of Veterans Affairs, VISN 10, Network Contracting Office in Kettering, Ohio has been requested by the John D. Dingell VAMC, Detroit, MI to procure 20 Isolation Carts. 2237: 553-22-4-020-2864 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: 20 Brand Name Only Isolation Carts Required to match the ones currently in use throughout the entire facility. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: No other cart has the same setup as the one currently in use at the facility. It is imperative that items go on the carts in an organized manner, so in case of an emergent issue with a patient, items will be available and staff will be familiar with the same set-up of each cart within the facility. Description of market research conducted and results or statement why it was not conducted: VIP was queried using NAICS Code 339113, which provided 552 potential SDVOSB/VOSB vendors. Additionally, the key words Isolation Cart was added to the search engine, which provided 27 potential vendors. The Large Business OEM (Medline Industries) was contacted, requesting SDVOSB/VOSB authorized distributors for this Brand Name request from the service. Medline provided 2 SDVOSB vendors, and they were sent an RFQ for these items. Only one of these vendors provided a quote and it was $4,712.60 over the price of the OEM ($24,361.60- $19,649.00=$4,712.60); therefore, this vendor was found to be a not fair and reasonable price. The VA Rule of Two cannot be met with this procurement. Additional Market Research was conducted using GSA Advantage, SBA, SCMC, FPDS, and eCMS, which found no prior awards for these particular items. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
