NOTICE OF INTENT TO SOLE SOURCE
DEPARTMENT OF VETERANS AFFAIRS Louis Stokes Cleveland VA Medical Center (VISN 10) 10701 East Blvd, Cleveland, OH 44106
1. Notice The Department of Veterans Affairs, Louis Stokes Cleveland VA Medical Center, intends to negotiate and award a sole source contract to: Sysmex America, Inc. 577 Aptakisic Road Lincolnshire, IL 60069 for the acquisition of the Caresphere Workflow Solution software subscription, for a base year plus four (4) option years, on an other than full and open competition basis. 2. Description of Supplies/Services Required The Pathology and Laboratory Medicine Service, Hematology Section, requires the Caresphere Workflow Solution a software application designed to streamline laboratory workflow for the Sysmex XN 9100 and Sysmex XN 450 hematology analyzers currently in use at: Wade Park (Louis Stokes Cleveland VA Medical Center) Kent Imaging and Infusion Center The software enables automation management and autoverification processes across multiple sites and multiple Laboratory Information Systems (LIS). Key characteristics include: Autoverification rules based on specific Sysmex analyzer technology Multi-site and multi-LIS capability Directory Services user management with no software stored on individual workstations All major software updates included Unlimited training and unlimited 24/7/365 critical support Established CellaVision interface for streamlined LIS build Critical Call Documentation module Sysmex Validation Solution rules-validation compatibility Optional Second Chance, Snowbird, and Lookback rule functionalities 3. Estimated Value and Period of Performance Based on the Sysmex quote (Q-00062287, dated 12/4/2025), the line items will be structured as: Period Description Base Year CWS-MEDIUM-OP Subscription One-Time (Base Year) Site Setup, Kent Imaging and Infusion Center (CWS-SITESETUP-OP) Option Year 1 CWS-MEDIUM-OP Subscription Option Year 2 CWS-MEDIUM-OP Subscription Option Year 3 CWS-MEDIUM-OP Subscription Option Year 4 CWS-MEDIUM-OP Subscription

Statutory Authority This acquisition will be conducted under the authority of: 41 U.S.C. § 3304(a)(1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1 / FAR 8.405-6(a)(1)(i)(B). 5. Justification for Other Than Full and Open Competition Sysmex is the only source that can provide the Caresphere Workflow Solution software, as it was developed by Sysmex specifically as proprietary middleware for the Sysmex automated hematology analyzer line. The Sysmex XN 9100 (Wade Park) and Sysmex XN 450 (Kent Imaging and Infusion Center) are already in use at the facility, and no other vendor's software is compatible with or authorized to interface with these existing Sysmex analyzer platforms. No other source can supply this product. 6. Market Research Conducted Market research was conducted via information provided directly by Sysmex America, Inc., confirming Sysmex as the sole authorized source for the Caresphere Workflow Solution. A search of GSA eLibrary and GSA Advantage under NAICS 334516 (Analytical Instruments) identified Sysmex as the manufacturer of record for Caresphere-integrated analyzer systems, with no alternative vendors offering compatible workflow middleware for the installed Sysmex analyzer base. 7. Interested Sources Any responsible source that believes it can meet the Government's requirement for the Caresphere Workflow Solution software compatible with the Sysmex XN 9100 and Sysmex XN 450 hematology analyzers may submit a capability statement in writing. Capability statements must demonstrate the ability to provide software fully compatible with, and authorized for integration with, the existing Sysmex analyzer platforms at the facilities identified above.
