The Department of Veterans Affairs, VISN 11 Contracting Activity, plans to award a sole source contract under simplified acquisition procedures for specialized medical equipment integration related to the transition of the Ann Arbor VA Medical Center from the legacy VistA electronic medical record system to the Enterprise Cerner EMR system. The contract involves configuring existing HL7 and ADT interfaces to facilitate communication between Cerner and the GE CARESCAPE physiological monitoring system, including the establishment of a perpetual pre-production simulation environment to test system patches and upgrades in a sandbox setting. This environment will be utilized across VISN 10 facilities that use GE CARESCAPE systems, ensuring consistent and secure integration with the new EMR. The contract, anticipated to be firm fixed price with no option years, will require the vendor to provide all necessary labor, transportation, parts, tools, test equipment, and expertise for the installation, implementation, and ongoing software support during the warranty period. The equipment and software are proprietary GE components that must be procured directly from the original equipment manufacturer due to unique integration requirements. TrillaMed, a Service-Disabled Veteran-Owned Small Business located in Michigan, has been identified as the only capable source authorized by the OEM to supply this solution. The government intends to negotiate exclusively with TrillaMed, and any opposition to this sole source procurement must be submitted by a specified deadline. This notice does not represent a formal request for proposals but serves to inform of the intent to sole source the contract.
