The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 6, plans to award a sole-source contract to Buffalo Supply Inc. for a Hybrid Operating Room (OR) Surgical Lighting System at the Richmond Veterans Affairs Medical Center. This one-time, firm fixed price contract is justified by Buffalo Supply Inc. being the sole supplier of the required items, which include a Base Unit with VuCapture, HarmonyAIR E Series HD Triple light in specified sizes, a 13-inch Drop Tube, and various mounting and arm components. The procurement falls under the NAICS code 339113, relating to Surgical Appliance and Supplies manufacturing. Market research confirmed that the specialized nature of this equipment makes competition impractical due to the unavailability of alternatives without unacceptable delay or increased costs. The contract is intended to become effective on June 9, 2021, awarded directly to Buffalo Supply Inc. located in Lafayette, Colorado. Although this notice does not request competitive quotes nor will a solicitation be issued, interested parties are invited to submit capability statements within three calendar days for consideration, identifying their business status and ownership type. Communication is to be limited to email contact with the contracting officer, Gordon Burns, with no telephone inquiries accepted. The government has clarified that submission of information does not obligate them to proceed with acquisition and submission costs will not be reimbursed.
