(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. Therefore, the offeror s initial offer should contain the offeror s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. (h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. H146--Hach Water Quality Monitoring Service
Solicitation # 36C24127Q0031
The Department of Veterans Affairs Networking Contracting Office intends to enter into a sole source procurement with Hach Company under FAR 6.302-1 for water quality monitoring services at the VA Medical Center in White River Junction, Vermont. This requirement is designated under NAICS code 811310. The scope of work involves the inspection, maintenance, repair, and annual calibration of ten Hach water quality monitoring instruments located across several facility buildings, as well as the annual calibration of one colorimeter. The contract includes two scheduled visits per 12-month period, 24/7 emergency service, and monthly reagent refills. These services are critical for ensuring the supply of safe drinking water and generating the daily data reports required by the State of Vermont Drinking Water Protection Division. All work must comply with NFPA, OSHA, EPA, and specific VA specifications and handbooks. The government retains all rights to data and electronic records produced under the contract, and the contractor must comply with the Privacy Act of 1974 and the Freedom of Information Act.
