The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, plans to award a firm-fixed price contract to Roche Diagnostics Corporation for the procurement of specific reagents and consumable supplies compatible with the Ventana BenchMark Ultra system. These items include various reagents, antibodies, staining kits, solutions, and consumables essential for the operation of this fully automated slide staining system, which the government owns and operates. Roche Diagnostics is the sole source for these supplies, as their products are uniquely developed and validated for exclusive use on the Ventana BenchMark IHC/ISH system, and no substitutes are available or compatible. The contract will be a five-year Indefinite Delivery Indefinite Quantity (IDIQ) agreement, with supplies ordered on an as-needed basis. The Department has issued a notice of intent to award without requesting proposals, although interested parties may submit capability statements to demonstrate availability of comparable sources. If no competing sources respond within five days, the contract will be awarded directly to Roche Diagnostics. This sole source procurement is authorized under statutory and regulatory provisions that permit non-competitive acquisitions when only one responsible source is available to meet the agency’s requirements. The contract will be awarded based on open market pricing.
