The Department of Veterans Affairs, Veterans Health Administration, through Network Contracting Office 17, plans to award a firm-fixed price Blanket Purchase Agreement to Werfen USA LLC for the procurement of various reagents and consumable supplies used in hemostasis testing. These supplies include multiple types of HEMOSIL reagents, controls, calibrators, and other consumables compatible exclusively with the ACL TOP 750 and ACL TOP 300 CTS coagulation analyzers that are currently leased and in use at the South Texas Veterans Health Care System in San Antonio, TX. The quantities listed represent estimated annual needs and will supplement those provided under the existing equipment lease agreements. The order will function as a standing order, with supplies delivered on an as-needed basis during the contract period. This procurement is intended as a sole source award due to the unique compatibility requirements with the leased analyzers, making Werfen USA LLC the only practical supplier. The procurement will be conducted under statutory authority permitting limited competition, specifically 41 U.S.C. 3304(a)(1) and FAR 8.405-6. Although this notice does not request proposals or quotations, the agency will consider any capability statements or offers received within 7 days to determine if a more advantageous source is available. If no responsive submissions are received, the contract will be awarded solely to Werfen USA LLC without further notice.
