The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, plans to award a firm-fixed price contract to Cepheid for the supply of Xpert Xpress Strep A Reagents, which are specifically compatible with the current leased Cepheid Gene Xpert Instrumentation at the South Texas Veterans Health Care System (STVHCS). These reagents are essential for the automated qualitative detection of Streptococcus pyogenes DNA to diagnose Group A Streptococcus (GAS) pharyngitis, allowing timely antibiotic treatment to prevent complications. The contract stipulates that only Cepheid brand reagents are acceptable due to compatibility requirements, and the contractor must maintain a continuous inventory to ensure uninterrupted laboratory operations. A special provision allows for emergency supply deliveries within 24 hours if routine deliveries are delayed or defective, ensuring the Core Laboratory remains operational. The contract covers a five-year period from March 1, 2022, to February 28, 2027, with five one-year ordering periods under an Indefinite Delivery Indefinite Quantity (IDIQ) sole source procurement. Market research confirmed that Cepheid is the only vendor capable of meeting the specific requirements. The contract includes strict compliance with regulatory standards and safeguards, such as no contractor access to VA computers or patient health information, and no federal records management obligations. The contractor must provide high-quality supplies marked with expiration dates and must promptly communicate shipment delays or recalls. This procurement is conducted under the statutory authority allowing for sole source contracting due to the uniqueness of the supplies required, with provisions for other interested sources to submit capability statements within five business days before awarding the contract to Cepheid.
