The US Geological Survey (USGS) plans to award a purchase order to Bat Conservation and Management, Inc. for the acquisition of bat detectors, specifically the Pettersson D500x model. This procurement is to be conducted as a sole source acquisition under the Federal Acquisition Regulation (FAR) guidelines, recognizing Bat Conservation and Management, Inc. as the only known provider of detectors compatible with existing equipment used by various federal and state agencies. Using this particular model ensures data consistency and comparability with previously collected bat acoustic data. The notice serves to fulfill FAR Subpart 5.2 requirements and is not a solicitation for competitive quotes, although the agency will consider any quotations received. The acquisition falls under the NAICS code 334519, which pertains to Other Measuring and Controlling Device Manufacturing, with a size standard of 500 employees. The USGS requests electronic submissions of responses or inquiries via email by June 10, 2019, at 9:00 AM PT; no other submission formats will be accepted. The contract is managed by the Office of Acquisition Grants-National within the Department of the Interior, with the office located in Reston, Virginia. This one-time procurement aims to support ongoing collaborative research efforts by ensuring equipment standardization among participating agencies.

NOTICE OF INTENT This is a notice of intent to solicit from a single source. The US Geological Survey (USGS) intends to award a purchase order to Bat Conservation and Management, Inc. for bat detectors. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Bat Conservation and Management, Inc. is, to the USGS' knowledge, the only source who can provide the required bat detectors, as they are compatible with existing equipment. Pettersson D500x detectors are in use by several collaborating federal and state agencies; acquiring the same equipment allows any new data collected to be compatible and comparable with the extensive data that has already been recorded. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 334519 - Other Measuring and Controlling Device Manufacturing; Size Standard - 500 Employees. Responses or inquiries shall only be accepted through electronic mail addressed to contact@example.gov and must be uploaded and received in their entirety no later than 06/10/2019 at 0900 PT. Responses submitted by hardcopy or the FedConnect web portal or the FedConnect Message Center shall not be accepted or considered.

Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
