The USACE Engineer Research and Development Center (ERDC) plans to award a sole source contract to Germann Instruments, Inc. for the procurement of an Air Void Analyzer (AVA) Test System. This device is essential for rapid, on-site measurement of the air void structure in materials, combining the accuracy of traditional petrographic analysis with the speed of field testing. Germann Instruments is the exclusive manufacturer and supplier of the AVA within the United States, making it necessary to source this system from them to support future quality control, assurance activities, and potential specification development. The acquisition will be conducted as a commercial purchase under simplified acquisition procedures according to FAR 13, specifically under the authority for sole source awards for commercial items. This is not a competitive solicitation; however, other interested parties may submit capability statements or proposals by a specified deadline for consideration. The procurement ensures timely access to this unique testing capability to enhance the government’s construction material evaluation methods.
