66 -- Automatic Permeability Meter

The Bureau of the Public Debt on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), intends to issue on a sole source basis, a simplified acquisition to Sodim SA, 4 Rue Andre Dessaux F-45404, Fleury-Les-Aubrais Cedex France to obtain an Automatic Permeability Meter. This instrument will measure air permeability for a wide range of tobacco products, mainly cigarette papers and cigarette banded papers. The Sodim unit is the only instrument capable of measuring both cigarette papers and cigarette banded papers. Sodim SA is the only source of this Permeability Meter. NO SOLICITATION DOCUMENT IS AVAILABLE. Public Debt will consider all affirmative response received no later than 2:00 PM EDT on Friday, September 15, 2006. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide a density meter that will meet accuracy requirements at terms more advantageous to the Government. Request for more information will not be considered affirmative responses. If no affirmative response is received that clearly demonstrates their ability to meet all requirements that it is more advantageous to the Government, we will make a sole source award to Sodim SA.
