66--BPA - YSI EXO and Pro-Digital Water Quality Monitoring Equipment, Parts, and Repair Services

The Bureau of Reclamation’s Mid-Pacific Region issued a sole-source Blanket Purchase Agreement (BPA) to YSI, Inc. (Xylem Analytics) for the procurement of YSI EXO and ProDSS water quality monitoring equipment, original equipment manufacturer replacement parts, repair and maintenance services, and related accessories to support water quality monitoring activities across the California-Great Basin Region. The BPA, valid for five years from August 1, 2026, through July 31, 2031, was awarded on a non-competitive basis because YSI, Inc. is the sole original equipment manufacturer and authorized provider of compatible instrumentation, parts, and factory-authorized support services necessary to maintain operational continuity with the agency’s existing monitoring systems. Market research confirmed no other sources could satisfy the strict compatibility and technical requirements. The contract is structured as a firm-fixed price BPA with unit pricing specified across five years for items including EXO1 and EXO1S sondes, ProDSS KorLink Bluetooth adaptors, ODO/T probe assemblies, calibration solutions, sensors, cables, and repair services. All work must conform to good commercial practices, and repair estimates require government approval before service initiation. The contractor must be registered in SAM.gov with completed representations and certifications, submit quotes electronically in PDF format to the designated point of contact, and provide a capability statement and manufacturer authorization to demonstrate compatibility with existing YSI systems. The source selection process follows a Lowest Price Technically Acceptable (LPTA) methodology, with technical acceptability determined by documented proof of OEM status, compatibility, and authorization—failure to meet these pass/fail criteria results in rejection. Invoicing must be processed electronically through the U.S. Treasury’s Invoice Processing Platform (IPP), with contractor enrollment coordinated via SAM-registered points of contact. Performance will be monitored by a designated Contracting Officer’s Representative using criteria of quality, timeliness, and compliance, with assessments recorded in CPARS. The contract incorporates numerous FAR clauses including those covering payment methods, government property, protests, bankruptcy, stop-work orders, and prohibitions on contracting with inverted domestic corporations, in inverted entities, or entities requiring confidentiality agreements that restrict whistleblower disclosures. Additional compliance obligations include strict prohibitions on the use of covered telecommunications equipment, Kaspersky Lab products, and restricted parties under OFAC regulations, all subject to timely disclosure if non-compliant. All proprietary information in submissions must be clearly marked per Freedom of Information Act exemption guidelines.
