The U.S. Army Research Office intends to negotiate a sole source contract with M Squared Lasers Ltd of Glasgow, United Kingdom, for the procurement of one compact, sealed, self-aligning, and tunable Ti-Sapphire laser. This equipment, which includes a pump integration kit, a high power pump cooling kit, and an automatic pump beam alignment module, is required to support the Army Research Laboratory Cold Atom Optics Program. The laser must meet strict technical specifications, including computer-controlled wavelength tuning, output power exceeding 1.5 W at 780nm, TEM00 mode, and a cavity scan range greater than 20GHz, while adhering to specific size constraints for both the laser and pump heads. The procurement is being processed under Simplified Acquisition Procedures for commercial items and is not expected to exceed $150,000. M Squared Lasers was identified as the only vendor capable of meeting all technical requirements through market research. The expected delivery timeframe is 160 days. While this is a notice of intent for a sole source award, interested firms have a five-day window from publication to submit written documentation proving their ability to meet the government's requirements to potentially trigger a competitive procurement process.

The U.S. Army Research Office (ARO), Research Triangle Park, NC, intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b)(1) with M Squared Lasers Ltd of Glasgow, United Kingdom, the only known source that can provide one (1) compact, sealed, self-aligning , tunable Ti-Sapphire laser, including one pump integration kit, one high power pump cooling kit, and one automatic pump beam alignment module. This Laser is essential to meet the Army Research Laboratory (ARL) requirements to support the Cold Atom Optics Program. ARL laser requirements include: 1. Wavelength tuning must be computer controlled (no manual adjustment required); must include software and control unit 2. Output power greater than 1.5 W at 780nm 3. The amplitude noise must be less than 1.0% rms above pump noise 4. Must be TEM00 mode 5. Must have a cavity scan range greater than 20GHz 6. Laser head dimension must not exceed 30cm on each side 7. Must have automatic alignment system (including the alignment of the pump beam) that does not require user re-alignment 8. Must be delivered with the pump beam aligned 9. The pump laser must be single frequency (greater than 99.9% spectral purity), at least 10W output at 532nm, with noise less than 0.03% rms, long term power stability less than +/-0.25% rms 10. Must include a closed loop chiller and connector kit for the laser head and the pump laser 11. The pump laser must also have USB interface 12. The pump laser head dimension must not exceed 25cm on each side Through market research, ARL has identified other companies that make standard Ti-Sapphire lasers, but M Squared Lasers is the only vendor known that offers a Ti-Sapphire laser that meets all ARL requirements. Delivery date shall be 160 days ARO. Interested parties may identify their interest and capability. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 5 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
