The Department of Veterans Affairs, through Network Contracting Office 17, plans to award a sole source, firm fixed price contract to Beckman Coulter for the procurement of reagents and maintenance services. This contract will support the Dallas Texas Veterans Health Care System, ensuring compatibility with existing equipment at the facility. Due to the proprietary nature of the products and the exclusivity of Beckman Coulter as the manufacturer, the contract is justified as a non-competitive award under federal regulations permitting sole source acquisitions when only one responsible source exists. The contract period is set for one year, with Beckman Coulter being the only supplier capable of meeting the specific technical requirements. While this notice is not a solicitation and does not invite competitive bidding, it allows any vendors confident in meeting the requirements to submit a written notification by a specified deadline, which will be reviewed to determine if competition would benefit the government. The decision to proceed competitively or maintain the sole source award rests solely with the contracting officer. The contract falls under NAICS code 541380 and focuses on a cost-per-test pricing structure. All communications are to be directed via email to the contracting specialist, with no phone inquiries accepted, reinforcing the formal and closed nature of this procurement process.
