The contract includes three specific system upgrades that involve expanding hardware data channels and enhancing software capabilities to handle advanced data acquisition and processing. Specifically, one system will be upgraded to provide Sine Resonance Search and Dwell functionality and to increase data channels from 8 to 16, another system will be enhanced to support Sine Data Reduction capabilities for 32 data channels, and a third will have its hardware data channels expanded from 24 to 32. All upgrades are designed to maintain operational compatibility with existing proprietary software. This procurement falls under the NAICS code 334519, which covers Other Measuring and Controlling Device Manufacturing, with a size standard of 500 employees. The planned award will comply with Federal Acquisition Regulation Parts 12 and 13. The government intends to award a Firm-Fixed Price contract on a sole-source basis to Motorola Solutions, Inc. due to the proprietary nature of the P25 digital system and the need for Original Equipment Manufacturer resources to ensure compliance with Department of Defense Instruction 8500 Information Assurance requirements. The scope of work includes 24/7/365 remote technical support, OEM-level diagnostics, advanced repair and return services for proprietary components, and the delivery of System Upgrade Agreement II updates to maintain cybersecurity and network operations. The requirement is classified under NAICS code 811210 for Communication Equipment Repair and Maintenance Services. Key deliverables include quarterly STIG updates, an integrated vulnerability scanning hardware solution with remediation services, and the appointment of a Program Manager and Alternate Manager. Performance standards are based on ISO 9001 and TL 9000, with quality measured against a Performance Requirements Summary.
