The General Services Administration's Federal Supply Service, Greater Southwest Acquisition Center, has announced that it will no longer accept offers under Solicitation 7FCM-U5-04-6601-B after January 16, 2007. This solicitation covered a range of products and services including test and measurement equipment, aviation instruments, aircraft components, maintenance and repair services, and unmanned scientific vehicles for laboratory testing and analysis. A new solicitation, numbered 7FCB-C4-07-0066-B, is set to be posted around January 2, 2007, and will replace the previous one. This refreshed solicitation will cover a broader array of scientific equipment and services, including test and measurement equipment, laboratory instruments and furnishings, geophysical and environmental analysis tools, and various testing services. It will be available only electronically, with no paper copies provided, and can be accessed via the FedBizOpps website. The new solicitation has been structured in accordance with current federal acquisition regulations, including the Federal Acquisition Streamlining Act and the Clinger-Cohen Act, with an emphasis on commercial item acquisitions under the Multiple Award Schedule Program. The contract format and submission requirements differ from prior solicitations, and offerors are advised to review the entire package thoroughly before applying. There is no closing date for submissions, as this is a standing solicitation effective until superseded. Contracts awarded will have five-year terms starting from the date of award, with possible extensions up to a total of twenty years under an evergreen option clause. Awards will be indefinite delivery indefinite quantity contracts with a guaranteed minimum of $2,500 and include provisions such as Industrial Funding Fees and compliance with the Trade Agreements Act. Additionally, specific procedures have been updated or removed, and offerors must submit a signed original and copy of the solicitation along with D&B Open Rating Reports and necessary registrations. The solicitation partially sets aside opportunities for small businesses under FAR 19.5 provisions.
