The Naval Air Systems Command, Aircraft Division, seeks to procure a benchtop quadrupole Gas Chromatograph/Mass Spectrometer (GC/MS) system with electron impact detection on a sole source basis from Agilent Technologies. This specialized system is intended to identify trace organic compounds with high molecular weights in aviation fuels and lubricants. The GC/MS must meet stringent technical requirements including a mass range capability of at least 1050 atomic mass units, stability of 0.10 amu over a 48-hour period, a rapid scan rate of 10,000 amu per second, and a sensitive, low-maintenance ion source. Additionally, the system must offer an electron impact scan sensitivity with a signal-to-noise ratio of 100:1 at 1 picogram octafluoronaphthalene and feature a gas chromatograph oven temperature rating of 450 degrees Celsius or higher. Agilent Technologies is identified as the sole manufacturer capable of fulfilling these precise specifications, leading to the absence of a traditional solicitation or Request for Proposal. While there is no open bidding process, other parties are invited to submit statements of capability for consideration. The contract opportunity is managed by the Naval Air Warfare Center Air Division located in Patuxent River, Maryland, with designated points of contact available for further inquiries. This acquisition aligns with NAICS code 334513, covering instruments and related products for measurement and testing.

This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years.
