The U.S. Army Corps of Engineers, Engineering Research and Development Center (ERDC) plans to award a sole source contract to Geosensors Inc., based in Toronto, Canada, under the authority of FAR 13.500. This decision is based on the determination that Geosensors is the only available source capable of meeting the specialized requirements for magnetic susceptibility measurement instruments. The requirement involves purchasing the UTEMIS-MK3 laboratory and field magnetic susceptibility spectrometers, which are designed to collect frequency-dependent soil magnetic susceptibility data both in laboratory and field settings. These instruments are uniquely capable of measuring multiple frequencies in a single measurement, a feature developed by Dr. Gordon West at the University of Toronto and exclusively licensed to Geosensors. The sole source justification highlights that the Geotechnical Engineering and Geosciences Branch (GEGB) within the Engineer Research and Development Center (ERDC) depends on these instruments to maintain critical capabilities and mission readiness. Existing laboratory instruments lack the ability to perform multifrequency measurements in one run, underscoring the UTEMIS-MK3’s unique value. As such, no requests for proposals or quotes will be issued, solidifying the contract as a non-competitive procurement. The contract solicitation, identified as W81EWF31070432, was posted on July 24, 2014, and the contracting office is located in Vicksburg, Mississippi, with Brian T. Gladney as the point of contact.

Full Description

The U.S. Army Corps of Engineers, Engineering Research and Development Center, Contracting Office intends to solicit and award on a sole source basis under the authority of FAR 13.500 to Geosensors Inc., of Toronto, Canada. The Contracting Officer has determined that only one source is reasonably available based on the specifications provided by the requiring office. This requirement is purchase Geosensors and field magnetic susceptibility spectrometers. A copy of the Sole Source Justification is as follows: SUBJECT: Sole Source Justification for Geosensors UTEMIS-MK3 Laboratory and Field Instruments 1. The Geotechnical Engineering and Geosciences Branch (GEGB), Geotechnical and Structures Laboratory (GSL), Engineer Research and Development Center (ERDC) have an existing requirement to collect frequency dependent soil magnetic susceptibility measurements both in the laboratory as well as in-situ. The GEGB have several laboratory instruments for the measurement of magnetic susceptibility, but none has the ability to measure more than a single frequency in a single measurement, which is a capability that GEGB requires both in the lab and the field. Dr. Gordon West at the University of Toronto designed the Electromagnetic Industrial Spectrometer laboratory instrument to measure frequency dependent magnetic susceptibility over a wide frequency range in a single measurement and licensed this only to Geosensors, who named the sensor UTEMIS. This sensor is unique and no other company has a comparable instrument. Purchase of these instruments is vital to the maintaining capabilities and mission readiness. A RFP/RFQ WILL NOT be issued based on this notice. Contracting Office Address: USACE ERDC, Vicksburg, ATTN: ERDC-CT, 3909 Halls Ferry Road, Vicksburg, MS 39180 Point of Contact(s): Brian T. Gladney, 6016343908
