AI Contract Overview

NASA's Goddard Space Flight Center requires the development of a prototype radar system known as the High-Altitude Imaging Wind and Rain Airborne Profiler (HIWRAP). The contract involves system design, digital receiver and processor development, transceiver design, and experiment analysis. NASA intends to procure these items exclusively from Remote Sensing Solutions, Inc., as they are the sole provider with the necessary proprietary technologies and prior experience in designing a conical scan radar system similar to HIWRAP. Remote Sensing Solutions' existing instrument is unique in its capability to measure atmospheric winds and is critical to the success of NASA's Instrument Incubator Program. Due to the proprietary nature of the technology and the lack of sufficient technical data available to other vendors, NASA will not seek commercial items under typical acquisition regulations and will rely solely on Remote Sensing Solutions' expertise. The solicitation permits all responsible sources to submit offers, but oral communications are not acceptable. An Ombudsman has been appointed to assist with communications related to the procurement. This approach ensures NASA acquires the necessary technology from the only vendor with the maturity and technical knowledge required to fulfill this specialized system development.

Full Description

NASA/GSFC has a requirement for system design, digital receiver and processor and experiment design and analysis to develop a prototype radar High-Altitude Imaging Wind and Rain Airborne Profiler (HIWRAP). NASA/GSFC intends to purchase the items from Remote Sensing Solutions, Inc., to provide for a digital receiver subsystem and a transceiver design for the HIWRAP. Only Remote Sensing Solutions has designed and developed a conical scan radar similar to the proposed HIWRAP system which is essential to the success of NASA's Instrument Incubator Program. The existing Remote Sensing Solutions instrument is the only instrument of its kind for measuring atmospheric winds and it involves proprietary technologies that have not been developed elsewhere. Only Remote Sensing Solutions has developed these technologies to a sufficient level of maturity sufficient to provide a digital receiver subsystem and transceiver design for the HIWRAP. Sufficient proprietary data such as technical data packages, specifications, or engineering descriptions are not available to enable another vendor to provide system design, digital receiver and processor, and experiment design and analysis. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
