Egyptian Navy Autonomous INTelligence System (AINTS) Platform Integration
Solicitation # N0003926RE014
The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the Egyptian Navy by procuring the design, engineering, procurement, integration, testing, installation, training, and field service representative (FSR) services for AINTS platforms. The scope of work includes the delivery of specific hardware, including six V-BAT UAVs, six ESM (2-40 GHz) units, and six COMINT (2 MHz) units, along with unmanned surface vehicles (USVs) and spare parts. The contract is estimated for a three-year period of performance with an award window between June 2027 and June 2030. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, cost-reimbursement for travel and other direct costs, and Firm-Fixed-Price for materials and equipment. Award will be based on best value, where non-cost factors, specifically technical and management approaches, are significantly more important than cost. Due to the sensitive nature of the requirements, the Statement of Work is designated as Controlled Unclassified Information (CUI), requiring interested Department of Defense contractors to submit a signed Non-Disclosure Agreement to gain access. Proposals must be submitted via the PIEE SOL module and include detailed volumes covering contractual information, cost narratives, and technical capabilities.

AI Contract Overview

This firm fixed price contract with the Navsup Weapon Systems Support Mech involves the manufacture of the IMU, SDI. The contractor must adhere to strict quality assurance standards, specifically maintaining an ISO 9001 quality system, and comply with MIL-STD-129 for marking and MIL-STD-1686 for electrostatic discharge control. A critical requirement of this agreement is that all supplied materials must be mercury-free to prevent corrosion and toxicity on submarines and surface ships, with any necessary exceptions requiring prior written approval from the Procurement Contracting Officer. The contract outlines specific protocols for design changes, requiring notification and approval for most substitutions, and mandates that all packaging and preservation follow MIL-STD 2073. Proposals must be submitted via email to the designated Contract Specialist rather than through NECO. Additionally, the government reserves the right to perform inspections to ensure conformity, and the contractor is required to maintain inspection records for four years following final delivery.

The contractor's request shall explain in detail the requirements for mercury, identify specifically the parts to contain mercury, and explain the method of protection against mercury escape. Such a request will be forwarded directly to the Procurement Contracting Officer with a copy to the applicable Government Inspector. Upon approval by the Contracting Officer, the vendor will provide a "Warning Plate" stating that metallic mercury is a functional part of the item and will include name and location of that part. The use of mercury, mercury compounds, or mercury-bearing instruments and/or equipment in a manner which might cause contamination in the manufacture, assembly, or test of material on this contract is prohibited. The most probable causes of contamination are direct-connected manometers, mercury vacuum pumps, mercury seals, or the handling of mercury in the immediate vicinity. Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard. If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by metallic mercury exists or whether corrective cleaning measures have been effective. Enclose the equipment in a polyethylene bag or close-fitting airtight container for eight hours at room temperature (70 degrees F minimum).Sample the trapped air and if mercury vapor concentration is 0.01 mg/cu meter or more, the material is mercury contaminated insofar as the requirements of this contract are concerned. These requirements shall be included in any subcontract or purchase order hereunder and the Contractor shall insure SubContractor compliance with these requirements. Technical questions pertaining to these requirements shall be referred to the Procurement Contracting Officer via the cognizant Administrative Contracting Officer. For background, the following information is provided: Mercury is corrosive to gold, silver, nickel, stainless steels, aluminum and copper alloys. Stainless steels, nickel, and copper alloys are widely used in reactor plants and other submarine/surface ship systems. Accidental trapping of mercury in a component could cause serious damage to vital parts. Mercury is also toxic if inhaled, ingested, or absorbed through the skin. It is evident that grave consequences could result from small amounts of mercury vapor present in an unreplenished submarine/surface ship atmosphere. 4. Solicitation # N0010427RZ058
The Naval Supply Systems Command Weapon Systems Support is conducting market research through Request for Information N0010427RZ058 to identify qualified sources capable of designing, producing, and delivering piece part components or entire assemblies using additive manufacturing methods. The government is specifically interested in vendors who can produce items such as valves, actuators, and manifolds, as identified in the candidate NIIN list. While contractors may use additive manufacturing or traditional wrought and cast processes, any additive manufactured components must be fully interchangeable with their traditional equivalents and strictly adhere to the baselines established in Project Peculiar Document PPD 802-8436658. All end items must meet mandated quality assurance requirements, including non-destructive testing and specific dimensional tolerances detailed in the technical data packages. This notice is for information gathering only and does not constitute a solicitation or a binding contract. The government is seeking detailed information on vendor facilities, equipment, and certifications such as ISO 9001 and AS9100, as well as past performance with similar military or commercial hardware. Additionally, the agency is requesting industry feedback on objective evaluation criteria for future competitive awards and the structuring of performance-based incentives within Firm-Fixed-Price contracts. Interested vendors must submit their administrative details and capability statements in PDF format to the designated point of contact by October 22, 2026.
